The area’s restaurant owners have big hearts and are asked to donate repeatedly to community fundraisers in ways ranging from gift card donations to participation in major fundraisers like this one. When things go wrong as you report, it’s unfortunate for all involved, including community members who supported and participated in the dinners. I feel badly for the restaurants owners who lost money, as well as a good-hearted family that poured its heart into hosting an event that unfortunately got out of control.
His 1st responsibility should be to pay the restauranteurs that put in time & $$$, often having to close their businesses for a day. Utilities can wait a bit for their cash or take partial payment.

I feel worse for the restaurant owners. Less so for the one who victimized them.

If he didn't pay his mortgage, utilities, or phone bill during the same duration then you'd have an argument.
